Change Of Community Relief Main Body And Manner

Community Relief is a kind of social security system which stands along the corporations and works in the communities. It makes the communities as its main body to raise money by various ways and serves the community members when they are still in a bad living condition after having the basic legal guarantee, employer complementarily guarantee. It plays the role of administrative service and the basic guarantee function. Community Relief is not only an important part of social security system, but also the basic part which can fulfill it. Concretely speaking, Community Relief includes two parts: the relief from the government and the relief from the community. The robust development of community relief is in compliance with the transformation of China's social structure, in line with social and economic development on China's current stage and also in harmony with cultural tradition and moral conception stressed by China.At present, there are still several problems in the community relief system being formed in China. It represents in three aspects: evaluation and qualification of relief subject are verified difficultly; the scale of Community Relief expands unboundedly; present administrative system is morbidity. To solve the existing problems, the socialized security system is the only way. So we put forward that we should reform the social security system and make it socialized.Urban poor communities'relief is one of the most significant links in the development of the communities of the cities in the Northeast area, but it has been the weak sector in the studies and implementation. This paper is based on the fieldwork and interviews with poverty groups, which are carried out in Huayang community in the South Gate area of Changchun. From the community to support this sociological perspective to analyze the lack points and their root from both the official support and the informal support, we put forward the suggestion on perfecting the social security system, namely, to make the change from a single passive approach to the interaction of multiple interaction.Through investigation, it is found that social support plays an important role in the construction of the system of community relief: formal social support guarantees the effective implementation of community relief, informal social support complements community relief; but either the formal or the informal has its respective deficiency. n the basis of relative theories, the author carries out this research from the formal and the informal point of view. From the angle of the government, they should advance the reemployment project; conform the system, build a consummate protecting system; eliminate the ill public social psychology; perfect the social security system, protect the living rights and interests of the poverty union; provide social protection for the weak union legally. From the social angel, they should develop the community service, but a social network, strengthen the interaction between the residents, enhance the community cohesive force; develop the community small quantity credit; construct community supporting network. From the angle of the urban poverty union, they should make active effort, enlarge the obtainment from the society; enhance the interaction, improve the self quality for dealing with the pressure.
