As one of the most important bilateral relations, Taiwan issue is the most sensitive and important one between the U.S China. However, there are always two opposite attitudes towards Taiwan between American government and its congress. After the Cold War, the U.S congress became a main power deciding the policy toward China in USA. Moreover, it always plays a very negative role. Therefore, this paper will focus the role played by the U.S congress in the policy toward Taiwan after the Cold War. There are four parts:The first part provides us the theoretical analysis of the background, with the focus on the constitutional basis of the foreign policy-making right.The second part mainly discusses the influences made by the U.S Congress during the regions of three presidents after the Cold War. The third part shows us the deep reason why the U.S Congress positively affects the policy towards Taiwan. Such as ideology, the post Cold War international environment, internal components of the congress and so on.The last part is the conclusion, mainly the political advices.
