The peasants who leave home every year going out and being engaged in city or being on business more than 3 months has already been 150 million at present, and the number is bigger and bigger. They have already becoming important component of our country industrial workers, and they are contributing their strength for the development of economy society and city construction. Because of the particularity of their dignities (neither citizens nor peasants in traditional significance), they have been on bottom in the whole city life for long time. WHO has been announced in 2001 "world hygiene reports 2000", in financing equality row about health and medical community in medical security system, China arranges in the 4th reciprocal in 191 countries, this makes us have to arouse our rethinking deeply and profoundly. The peasant workers could own the basic survival and consumer goods, whose lawful rights and interests could be protected, and they could enjoy the benefic achievement of economic and social development, all above are the necessity to build harmonious society.
