Democracy promotion is an important part of American government disseminating its culture values,and is an obvious characteristic of American foreign policy.After the Cold War,America becomes the world's only superpower,which comprehensive national strength is far ahead other coutries.In order to realize the world"Americanization"as soon as possible,rulers step up efforts to export democracy,the democracy promotion policy being one of the most important means to dominate the whole world.The Clinton administration lists pushing democracy as one of three pillars of American national security strategy.When George W.Bush took office , especially after 9.11 , American government take counter-terrorism as an opportunity,the first use of large scale new weapons , combinate unilateral with pre-emptive , launch Iraq and Afghanistan two wars,and set a precedent for exporting democracy by force.And then the Bush administration implements the Middle East's"Greater Middle East Initiative",Eastern Europe and Central Asia"Color revolution"and spares no efforts in Russia,China as well as North Korean,Iran and so on to export democracy. As a result,democracy promotion has been pushed to a new historical stage.Democracy promotion is one of central contents of the Bush administration's foreign policy.The thesis begins from backgrounds,implementations and affects three aspects to study on democracy promotion policy in the reign of Junior Bush.This thesis is made up of three chapters:The first chapter analyzes the backgrounds of Bush administration's democracy promotion policy.According to Kenneth N.Waltz's Analytic Hierarchy Process,during the reign of Junior Bush ,three factors exert great influence on democracy promotion policy. First , traditional politics and culture.American have a strong sense of religious mission.They think they are chosen person and have responsibility and obligation to save the world;Neoconservatives who hold the key positions in Bush's cabinet, maintain relying on American economic and military strength and exporting democracy by force,in order to defend American national interests and international position;The academic foundation is the democratic peace theory.This theory thinks that democratic contries seldom or never war.When they have conflicts,they will use peaceful methods to solve the problems.Second,international factors.The United States is a country which pursues pragmatism .The focus areas of the democracy promotion are essential for American interests.American has geopolitical,energy and security benefits in the Middle East,Eastern Europe and Central Asia.Third, Bush'personal factors.President Bush has a realistic political thinking and a strong religious sense of mission,which is in accordance with neoconservative foreign policy.The second chapter analyzes implementations and characteristics of Bush administration's democracy promotion policy. The Bush administration exports democracy mainly in Middle East,Eastern Europe and Central Asia.American government adopts war and"the color revolution"two ways.Formerly taking the Iraq war as a beginning,the Bush administration carries out"the Great Middle East Initiative"and holds that by way of peaceful or unpeaceful measures to expand democracy ,which can relize its strategic goals of reshaping the orders of Middle East , ensuring American hegemony and security.However , this plan encounters the Arab nations consistently opposition.From the year 2003 to 2005,the pro-U.S. opposition parties in Georgia,Ukraine and Kyrgyzstan successfully ousted the rulers and ultimately seize power,which is what is known as"color revolution".We can learn that in the course of democracy promotion,it demonstrates three characteristics:first,there are characteristics of neoconservatism.The Bush administration pays attention to ideological factors , combinates unilateralism with pre-emptive and exports democracy by force , which all reflect neoconservatives'foreign ideas;Second,the use of a variety of means.In the course of democracy promotion,the Bush administration uses a variety of means , including force,financial assistance,nongovermental organizations,public diplomacy and so on. Third,the result is to achieve regime change.The result of the Democracy promotion is to overthrow the current regime in the goal countries,fosters the pro-American regime to get power and carries on the post-war reconsruction under the supervision of American government.The third chapter analyzes influences and trends of Bush administration's democracy promotion policy.The results show that numerous difficulties of the Afghanistan and Iraqi post-war reconstruction , progress of the Islamic extremism force , against U.S.activity constantly,Israel and Palestine peaceful problem,all these realistic problems make the"Greater Middle East Initiative"can't go smoothly.America's wars on terror come into a dilemma state.Georgia,Uzbekistan and Kyrgyzstan all emerge"color revolution syndrome",that is the poor performance of the new regime,democracy not be put into practice,low economic level and people living in dire strait.All these conditions seriously impact on world peace and stability.At the same time,in the course of democracy promotion,because the Bush administration pursues unilateral foreign policy,the United States gets into strained relations with other major powers. American traditional politics and culture play an important role in exporting democracy,but the essence of the democracy promotion policy is to get more overseas benefits and realize the aims of American global strategy. In order to get more reality benefits , the Bush administration exports democracy by force and implements double standards regardless of the diversity of world civilization.Contrary to global democratic trends,American democracy promotion policy is difficult to succeed.Democracy is the trend of the modern politics,and any country can't hold it up.Regardless of the diversity of world civilizations,the Bush administration exports democracy by force.The results must be failure.In the future,the United States remains the only superpower in the world,but American hegemony is going to be more consolidated only if in cooperation with other major states. Therefore,the U.S.should abandon pursuing the national interests,to be a equal member in the international community,cooperate with countries of different cultural traditions in economic,and communicate with other countries in cultural equally,in order to make them recognize the superiority of American democracy.
