An Investigation Of Guangdong Province Landless Peasants' Pension Insurance

Urbanization is an inevitable trend of China's economic and social development, but accompanied by the progress produced a growing number of landless peasants. How to resolve the resettlement of landless peasants and build the pension insurance has aroused more and more attention. Guangdong Province as the frontier area, producing a large number of landless peasants with all kinds of pension insurance on the experiment plan have accumulated rich experience, the study on this region has a very important and guiding significance for other regions of China. The main methods are interviews and questionnaires. Taking Guangzhou Panyu District as a case study, conducted interviews by the Panyu District relevant government departments, and paid the questionnaire to Xiao Guwei Island landless peasants. On this basis, the landless peasants on the current pension insurance system established by the lack of legal basis; difficulties of the pension insurance fund-raising; fuzzy of the proportion of fee-sharing, non-standard of maintaining and increasing the value fund. The issues of analysis and research try to provide a useful reference to the pension insurance of landless peasants in different regions of the whole Guangdong Province.Research shows that: First, clear the duties of government and strengthen the supervision publicity work, handling and management of institutions separately. Second, multi-level and wide-coverage as the basic principles of pension insurance to raise old-age insurance funds, and clear the parties share ratio. Third, improve the design of old-age security system to attract the participants of landless peasants insured consciously. Forth, regulate the operating system; explore the new channels for maintaining and increasing the value fund actively.
