Views On Development Of Democracy Politics In Rural Society Of Southern Jiangsu From Villagers' Self-government

Since Villagers' Self-government has been implemented for 20 years, it is highly valued by scholars in Home and Abroad. There are many research results as well. It's the Democratic System at the Basic Level with Chinese characteristics. It's also an important approach of Political Democratization in rural areas. Villagers' Self-government contents of"Democratic Election,Democratic Decision-making,Democratic Management,Democratic Supervision". It is a good method of cultivating peasant's consciousness,improving their quality,enhancing the democracy and law awareness. It's also an important form of realizing the systematization,standardization and proceduralization of democracy; maintaining the rural stability and promoting the development of Democracy Politics. Meanwhile, Democracy Politics also has inescapable responsibility for Villagers' Self-government. At present, Villagers' Self-government in rural area of Southern Jiangsu (Yudong Village) has got remarkable achievements: villagers'rights,democracy and law awareness has been enhanced; Village Cadres' idea of democracy and law has been further strengthened; Village Affairs are public and clear, which presents the atmosphere of democracy; relation between cadres and masses has been harmonious day by day; Beautiful environment,harmonious neighborhood and society. But the problems are tumid:"distortion"of Democratic Election; lack of effective Democratic Decision-making and Management; serious disadvantages of the traditional power system and self-quality problem of party member cadres and villages. The cause of these problems including: changes of the endogenous foundation in rural society; cadres'self-quality has not adapted to the requirements of Villagers' Self-government system totally; the shackle of traditional power awareness and"rule by men"idea; the mismatch of system and law. Countermeasures to strengthen Villagers' Self-government and promote Democracy Politics in Rural Society of Southern Jiangsu including: insisting Leading of Party and depending on the masses closely; promoting the rural construction of democracy and legal system; changeover the cadres'idea and working style; cultivate the villages'civil awareness and develop the rural economy further to provide material guarantee for Villagers' Self-government. Villagers' Self-government can be implemented better in rural society of Southern Jiangsu, which will gradually enhance the"factor of democracy". Since democracy grows continuously, it will go thought a leap from quantitative change to qualitative change that can be truly realized. It's a long process. Prospects for development of Chinese Democracy Politics in rural society of Southern Jiangsu is bright, but the road is rough.
