Study On Governmental Responsibility Of The Landless Peasants' Citizenization In "Village In City"

As the important symbol of the progress of mankind, urbanization becomes the key content of a country's economic and social development. China's urbanization level has reached to 43.9 percent at the end of 2006, and lies in a period of accelerated development. According to the development of urbanization in Western countries, China's urbanization level will approach to 65-70 percent in the next twenty years and there will be 500 to 700 million agricultural population transfer into urban population. This will be a great and unprecedented change of China's social structure.Along with the development of urbanization, an increasingly prominentproblem------citizenization of the peasants attracts the concern more and more by thegovernment and the community. In fact the progress of urbanization is a progress of peasants' citizenization. In a sense, the urbanization is to change rural communities into urban communities, and to change peasants into citizens. With the promotion of urbanization in China, more and more rural lands are expropriated by the cities, and the former villages have gradually become "villages in city". Now the large scale transformation of "village in city" has made the former peasants leave the land and realized several transformations: In the aspect of the household registration, the rural resident has become the urban resident. In the aspect of land, the collective land has become the state-owned land. In the aspect of management system, the old village committee has become the neighborhood committee. Although they have realized the urbanization of the household registration they sunk into the "landless and unemployed" position. Lacking of strong support of employment and perfect social security measures, the landless peasants can't adapt themselves into the urban life after they move into the city. The "village in city" is a transition community changed from rural community to urban community. Urbanization wave has sharpen increased the number of landless peasants in "village in city". Therefore, they are firstly wrapped into the process of urbanization and become the forerunners of peasants' citizenization. Some experts think that the transformation of "village in city" has broken the estrangement between peasants and city. Thus they start to a real beginning of the journey into city residents.How to resolve the problem of the landless peasants' citizenization in the "village in city" has become a primary issue needs to be resolved by the government. The way out of the landless peasants in "village in city" is a big problem that relations on social stability. So it has an important practical significance to solve this problem. Based on the analysis of the government's lack responsibility during the process in the citizenization of landless peasants in "villages in city", combined with the main obstacles encountered, this article conduct in-depth analysis and elaboration in the problem of the governmental responsibility during the process in landless peasants' citizenization in "villages in city". And propose the ideas and suggestions on this problem.
