The Research On The Main Problems And Strategies For Giant Department Reform In China

Since the reform and opening up, Chinese government has conducted five organizational reforms. Although it has gotten some achievements, there also exist many problems and shortcomings. Nowadays, the gaint department reform conducted on the background of deep administrative reform serves as a link between past and future. As an important part of deepening administrative reform, the gaint department reform has a profoundly inner necessity. After all, the gaint department system in China is a new one, Chinese government lacks of experience in carrying out gaint department reform. In order to avoid blind reform, it is of great practical significance to probe into relevant theories about gaint department reform, which will not only enrich the theories about organizational reform and administrative management, but also lay a foundation for later scholars to do deep research . On the other hand, it can guide the gaint department reform, create conditions for political system reform and offer opportunities to perfect our legal system.First of all, this thesis makes a generalization about the development of the functional departments of government at home and abroad, then briefly describes the government department set-up in domestic and foreign countries during each historical period, and on this basis, summarizes the inevitability of gaint department reform. Secondly, this thesis analyses the implementation of gaint department system and its main problems, mainly including the advantages of gaint department system and its possible problems. Thirdly, this thesis summarizes the practical experience of Western developed countries (mainly British and French) who has conducted the gaint department reform. It can be concluded as the following aspects: well-developed market economy , a mature civil society, scientific co-ordination mechanism and specific political system. Finally, according to problems existing in the gaint department reform, the thesis proposes some related suggestions , including the principle that the gaint department reform should follow specific suggestions that perfect gaint department reform and the corresponding measures of gaint department reform.
