Endowment welfare service facility, service content and ways as well as service personnels have gotten great change, there exists tendency of socialization of establishing subjects, diversification of the service content, multiplication of the investment subjects and integration of service function.The 21st century is the era of the aging of the population around the world. In 1999, China entered the aging society, and China is also one of the developing countries which early entered into an aging society. With the increased aging of the population and changes in family structure, the traditional provision for the aged in family has gradually changed and there is increasingly strong market demand for the old-age nursing organizations. However, as a result of late start of China's old-age nursing agency and the process of development being faced with a variety of constraints, the overall development is relatively slow and basically in a state of "small and scattered". In the actual operating conditions, there are various problems. For example, there is a serious shortage of the existing welfare facilities and funds for the elderly in every local place; extends to use operation and management system and mode under the planned economy era, resulting in a lack of marketing thought, weak sense of competition, staff becoming bureaucracy, poor awareness of service, and a low level of functions and services of old-age nursing in some agency, etc., which also resulted in that it is difficult for the operation and development of those state old-age nursing institutions to adapt to the rapid pace of the aging of China's population."There is always support, always has a medicine, something for one to learn in one's old age, something for one to accomplish in one's old age, to be always happy"is the elementary object for work for senior citizens in our country,and it is also the important content of social ideal. Therefore, making innovation on endowment institutions operation pattern, introducing the market force to participate in the construction to promoting endowment cause to sustainable development is an imperative responsibility.This thesis has taken South Sea social welfare center as the main study object. The full thesis is divided into four major parts: First, under the background of"few descendents and aging,"trend of development, demand of endowment institutions has been given a more detailed analysis; Next, the present operation situation and the existing problems of endowment institutions in our country has been elaborated , and factors which influence development of traditional operation pattern of endowment institutions has been analyzed. What's more, research on operation pattern of endowment institutions has been initially made, operation pattern of"handled by the state ,operated by private"and"handled by private and subsidized by the state"has been proposed. The former one has broke through the pattern of sole investment or sole management by government.It has introduced the new pattern of diversified investment and management. The property rights and the management right has gotten separation, such will lighten the financial burden and meet the different need of the old persons.The latter one is a main way of expanding the fund source of endowment institutions, It gets all quarters of the social strength to establish endowment institutions, realizing the interaction and supplementary of the government and investment subject; Finally, it has analyzed the development trendency of endowment cause in South Sea.It introduced in details about the South Sea social welfare center's operation situation and put forward the proposals about development model of South Sea social welfare center .The"center"should use experience and superiority accumulated in five years fully to continue making operation pattern of"center support center"and"service support service". Keep to continue by the superiority of a certain scale to enhance operation social efficiency and the economic efficiency of"the center". Making use of superiority of South Sea including advanced domestic enterprise, numerous entrepreneurs, numerous overseas nationality as well as the growing domestic and foreign charitable foundation and so on, society fund has been collected to make"the second phase"project.This thesis has utilized the research methods of management theory, on-the-spot investigation and case survey. Innovation points lies in using the management theory creatively to apply to the social endowment institution management, and on basis of on-the-spot investigation, we carried on the analysis on the old-age care and the endowment institution in South Sea area and made further studies on the overall condition in the whole country, finally we refined suggestion om social endowment institution operation management that conform to the market demand including the condensation organization culture, strengthen the personnel quality, establish incentive mechanism and the achievements appraisal, set up the service brand, formulate marketing strategy and strengthen the internal management. Studies have shown that China's old-aging nursing institutions must change the management concept, take the market-oriented path of development, enhance service awareness and improve professional services.
