Understanding and cultivating the civil servant spirit, which is directed by socialist core values and fully reflects the time spirit and distinctive national features, undoubtedly is a very important and meaningful topic in the government function transformation and the establishment & perfection of civil servant system in China. Especially now, the corruption and dereliction of duty are abused, it is driven and necessary to study the civil servant spirit and solve the relevant problems. This thesis mainly states the civil servant spirit and its cultivation, based on administration ethics and public organization theory, starting from the current government function transformation, the economy reform, and politic, cultural and the social background as well, and aims to accelerate the establishment of civil servant system and the government function transformation, insisting on the unity between the right political orientation and strict academic style and integrating theory with practice. It also analyzes the current status of the civil servant spirit and its cultivation (the administration ethics, especially its construction) at home and aboard drawing their achievements, and makes interpretations and statements on the contents of civil servant spirit and the meaning of its cultivation, pointing out that civil servant spirit is the general requirement for the construction of our party, country, society and the civil servant team, and indicating the direction of cultivation of the civil servant team. In detailed equipments of civil servant spirit, patriotism and loyalty are the political requirement, being the foundation of ideological building, the logical starting point and the value, looking for the truth and being practical and making exploration and innovations are the requirement of the work-style, being the emphasis of capacity building and the methodology to cultivate the work, taking the interests of the whole into account and solidarity & cooperation are the requirement of attitudes, being the insurance for doing a good job and the expression of organizational environment, cohesion and combatant value, and being bound to the duty and honest and clean in performing one's official duties are the requirement of career, being the key of discharging the duties and the base line of professional ethics and behavioral norms. It points out that essentially civil servant spirit is a kind of professional ethic requirement, which reflects the ethic requirements to the individual and team of civil servant. To the meaning of civil servant spirit, cultivating civil servant spirit is needed by cultivating the administration ability and the advancement construction, carrying out the scientific cultivation view, building the socialistic homonymous society, promoting the prosperity of socialistic culture, and solving the outstanding problem existing in the team of civil servants. This thesis takes the financial department of Shenyang City as the individual case, and studies the method to cultivate the civil servant spirit. Through analyzing the historical background and main practices of developing the of servant spirit in financial department of Shenyang City, I think there are five objective backgrounds including development of rapid and profound changes, deepening and accelerating of the transformation process of government functions, adjustment and reform and revitalization of old industrial base, difficulties and pressure of development organizations and carrying out administrative cultural construction affected and enlightened by corporate culture; the specific approach to cultivate the civil servant spirit is to make deep and profound reflections on the issue of lack of the civil servant spirit by finding and analyzing the reality gap, make specification and perspicuity of cognition of the civil servant spirit by clarifying the way and ideas of working, make standardization and operationalization of the civil servant spirit with institutional mechanisms, promote internalization and consciousness of the civil servant spirit by experiencing in activities and training and educating and promote symbolization and socialization of the civil servant spirit by integrating and enhancing the organization identification system. This thesis introduces the notable results from cultivating the civil servant spirit including the new look of the contingent of cadres, more coordinated and efficient organization operation mechanism, rapid improvement of"Unalterable Quota"of financial work and establishment of a good image of department. The thesis points out the three problems existing in practices including the lack of links of monitoring and evaluation, shortage in supply of the related institutional environment and consideration in ways and means to cultivate the civil servant spirit and economic input. I think the main experience in cultivating the civil servant spirit in Financial department of Shenyang City is: to overcome the simplistic, abstract and mechanical disadvantages of cultivating the civil servant spirit, to make specification and perspicuity of cognition of the civil servant spirit by forming and clarifying the way and ideas of working, to make standardization and operationalization of the civil servant spirit through the norms and constraints of institutional mechanisms of organs, to promote internalization and consciousness of the civil servant spirit by experiencing in activities and training and educating and to effectively promote further strengthening and dissemination of the civil servant spirit by building organization identification system and physical environment. On the basis of analyzing individual case and drawing lessons from the theory and practice both at home and abroad and conducting a serious deep thinking combining with the actual situation, this thesis proposes four specific measures in strengthening cultivating the civil servant spirit: First is to strengthen the research in theory and practice in order to provide guidance and reference for fostering the civil servant spirit; second is to strengthen the system construction in order to provide support and ensure for fostering the civil servant spirit; third is to strengthen the construction of monitoring and evaluation mechanism for strengthening external constraints of fostering the civil servant spirit; fourth is to strengthen education, training and practice of the civil servant spirit and play the dynamic role of civil servants as the knowing and behavioral subjects in fostering the civil servant spirit.In this thesis, there are some innovations, such as the choice of theoretical perspective, the selection and analysis of individual cases, proposing specific measures to resolve the problem, the understanding of the civil servant spirit and the interpretation of the meaning of cultivating the civil servant spirit. From the perspective of study on practical problems, it can provide a more meaningful angle of view for research and applications of the theory of Administrative Ethics and Community Organization and promote the specification and deepening of relevant theories. In real sense, the application of the results of this thesis can help to further improve the measures to cultivate the spirit of the civil servants, strengthen the construction of China's civil service and promote the building of China's civil service system in order to accelerate and deepen the process of China's administrative reform and transforming government functions and promote scientific development and building of harmonious society.
