The hearing of university entrance exam of Anhui Province was held on March 4 in 2009. The news had ever drawn much attention from around the country. China's hearing system had existed for 10 years, and made contributions to information transparency and social democracy. However, the system was still not perfect. For instance, the hearing representatives posed a daunting problem that needs to be improved.This article probes into the systematic defects of China's hearing system and discusses about the problem of hearing representatives, the rules and improvement to the system.The first part discusses about the definition and characteristics of the hearing representative system, as well as other contents.The second part focuses on the relevant function and effect of the hearing representative system.The third part takes the old Summer Palace's restoration project as an example to analyze the representatives' positions , education background , age and nationalities.Through comparison, the article makes conclusions about the problems in the process of selecting representatives of the system.The fourth part introduces some advanced foreign experiences in selecting hearing representatives, costs control, legal bases and the rights and obligations of the hearing representatives.The fifth part discusses some strong points of other hearings.The sixth part highlights some shining points in the hearing practices of the country inthe past few years.The seventh part raises some suggestions to improve China's hearing representative system.The eighth part makes a conclusionThe article aims to help improve the country's hearing system to comparing all kinds of characteristics of the system, such as the selection process, hearing rules and theoretical bases.
