Since the 1970s, to meet the challenges brought by globalization, application of information technology and internationalization, get rid of fiscal crisis, administrative crisis and public trust crisis and improve the competitiveness of the government, the western countries have launched a surge of government reform. By establishing strict and measurable performance assessment system, they innovate and reform governmental administration. As an important tool to assess and improve the performance of the local government, the performance assessment of the local government has attracted wide attention from the government and academic world of countries worldwide and has become a frontier subject for the research on modern public management. Performance assessment plays an indispensable role in evaluating the ability of the government, supervising the behavior of the government, improving the performance of the government and enhancing the relation between the public sectors of the government and the public.The performance assessment of local government started late in China and the development is backward. So far, no complete and scientific performance assessment system has been formed. Promoting the full-scale development of performance assessment of local government and creating a complete and normative local government performance assessment system under the idea of scientific development has instructive significance to the reform of China's administration system and the improvement of the local government performance. Therefore, it is necessary to borrow the experience in the government reform of developed countries, create a scientific and complete performance assessment system for China, and integrate the advanced idea of service-type government with the government performance assessment system under the idea of scientific development. Following and motivated by the performance assessment system, it will promote the innovation in governmental administration and improve the efficiency and quality of government services. The departments of the government response to the civilians and improve service quality so that the government will become an effective government that is under the rule of law, for the people and responsible.The article consists of five parts. Part I discusses the theory and origin of government performance assessment from the basic theory of government performance assessment, the development history of performance assessment of public sectors of developed countries, the enlightenment from the performance assessment of developed countries. Part II introduces the development and practice of the performance assessment of Chinese local governments from the basic mode of the practice of performance assessment of local governments and the practical significance of performance assessment of government. Part III analyzes and studies the case of performance assessment in the departments under the municipal government of Hangzhou. The comprehensive performance assessment of the departments under the municipal government of Hangzhou is reviewed in the article. The author introduces the main characters of the comprehensive performance assessment, analyzes its effect and researches the existing problems. Part IV bases on the comprehensive assessment of department under the municipal government of Hangzhou and practice of the performance assessment of Chinese local governments, puts forward major problems existing in performance assessment systerm and analyzes the reasons. Part V gives some advice on improving the performance assessment of Chinese local governments,especially on speeding up the progress of law-based construction of local government performance assessment systerm and releasing the provisional regulations on Chinese local government performance assessment, builds the expert bank in managing organization of government performance assessment, strenthens the cooperation between governments and experts, enhances the scientifical innovation in performance assessment.The article adopts literature research method ,experience research method, comparison research method, refers to the advanced ideas and experiences of foreign countries, resolves the problems existing in the performance assessment of Chinese local governments and tries to further optimize the performance assessment system of the local governments so as to improve the efficiency of the government and accelerate and deepen the reform of the administration system.
