The theory of deliberative democracy is a new paradigm of democratic theory which emerged in the West in 1980s, and belongs to a typical system of Western discourse. As for China, this theory can be introduced. However, the national conditions and problems confronted the democratization process between China and the West are different, so it is necessary to strengthen theoretical reflection and transformation of the theory of deliberative democracy in the indigenization perspective and form theoretical analysis frame which can explain and instruct the construction of China's democratic politics more powerfully if we want to make it make greater impact on China's democratization. Based on the above, the paper focuses on the issues of the indigenization of deliberative democracy around the following research train of thought--"what is deliberative democracy, whether it is possible to indigenize deliberative democracy, how does deliberative democracy be indigenized".This paper is divided into four parts. The first part is to explore "what is deliberative democracy", and mainly analyzed issues such as the connotation, basic ideas, practical models, as well as the values and challenges of the Western deliberative democracy. The second part is to explore "whether it is possible to indigenize the deliberative democracy". After analyzing the favorable conditions and unfavorable factors of indigenization of deliberative democracy, it is believed that there have been some characteristics and trends of deliberative democracy in the development process of China's democratic politics since the reform and opening up, and the developments of economy, society, culture, institution, practice, science and technology have made our country have foundations and conditions to introduce and develop the deliberative democracy. However, our country is also exposed to many adverse conditions in the introduction and development of deliberative democracy such as lacking of democratic traditions, underdevelopment of electoral democracy, lacking of social capital, immaturity of civil society, lower quality of civic democratic quality and ability. Therefore, at the stage of being our country isn't able to promote and develop Western-style deliberative democracy completely, and only can choose the way of Chinese characteristic "limited deliberative democracy". The third part is to explore the path selection of indigenization of deliberative democracy, that is, "how does the deliberative democracy be indigenized" by analyzing the following four levels: the development of civil society, the fostering of social capital, the cultivation of civic deliberative awareness, the molding of government's deliberative spirit. The fourth part is to explore the issue of institutional construction of indigenization of deliberative democracy. After analyzing China's present political system frame, the thesis claims that in view of limits of the non-competitive characteristics of China's political system and the limits of the political development, the most feasible way of introducing and developing the deliberative democracy in China is to go with inside-system developmental road, that is, a road of introduction and development of deliberative democracy in the current system framework, which means a way of introducing and developing the deliberative democracy in the national political system level, grass-roots self-government system level, public decision-making system level, as well as internet public forum.
