Nowadays military competition around the world is extremely rough. The competition among various nations is actually a competition on human resources as well as staff management. The new military revolution is not only concerned on army technology and organization, but also on the human resources management. By the development on theories, military performance management got more and more practiced in the army. However, the military performance management application in our country is far less proficient and successful. Based on the status quo and characteristics of PLA's performance management, this paper presents a systematic solving approach focused on the problems existed in many procedure of the management. According to the method, this paper does a case analysis at the end.Two innovative ideas of the paper are:The application of SWOT theory in the research of performance management situation in the army. The author uses the SWOT mode to analyze advantages and disadvantages of the army's performance management in order to know the surroundings and find out the problems exist in the management. As a result, the research could reflect the truth and is more correct.The application of System theory in the research of performance management situation in the army. The performance management is being analyzed and researched by the author in perspective of a whole system. The paper discussed the construction of a whole performance management system in the army and issued improvement approaches in order to make a better management system.
