Taiwan is always an integral part of Chinese territory, realization of territorial integrity and national unity is the shared aspiration of all Chinese people. However, an undesirable situation resulted from a-few-decades cross-strait separation appeared due to historical, political and other factors. The separation not only brought about the interruption of information exchange between the two sides, but also resulted in the misunderstanding and psychological gulf. Even till now, the false impression still exists.Propaganda to Taiwan is brought forth and developed aiming to realize the unity, to enhance our fellow countrymen's understanding towards motherland and to eliminate the psychological distance.Since the publication of Message to Compatriots in Taiwan in 1979 by the national people's congress, our publicity to Taiwan developed increasingly both in content and form, which greatly contributed to the cross-strait communication. But the unavoidable reality is the people in Taiwan has little and incomplete understanding, or even bias on mainland in spite of the decades' publicity of motherland and the television emission already covering the island. It is true that the propaganda to Taiwan hasn't achieved the anticipated effect.At present, cross-strait relation has enjoyed the best time in history. Nevertheless, how to advance with times the propaganda to Taiwan? How can we achieve the anticipated effect? All these problems challenge us more. So we must make earnest research on every aspect and search out scientific and rational strategy of propaganda to Taiwan. We must strive hard for Taiwan fellowmen's over-all understanding on actual situation in mainland, must creat favorable environment of public opinions for the ultimate peaceful unity of the great country.Based on the understanding of the background of cross-strait relation, the Party's policy and guideline on Taiwan as well as the factors essential to the propaganda effect, the essay will make a study on the present strategy of propaganda to Taiwan. I honestly hope it will be of some help and reference to the front-line reporters working on propaganda to Taiwan.The over-thirty-thousand- word essay consists of introduction, text and conclusion. Introduction mostly elaborates the topic background; literature summary and research approach, and illustrate the wording of the title of the paper. The part of text breaks into three parts. The first part sums up the historical cross-strait relation and propaganda to Taiwan and draws lessons from propaganda strategy of VOA. Summary on the development and the existing question of propaganda to Taiwan, as well as the suggestion about carrying out our propaganda to Taiwan from the point of view called mild effort are elaborated. The second part analyzes factors influencing propaganda effect to Taiwan, including highlighting the historical mission of propaganda to Taiwan, analysis of communication barrier caused by cross-strait long-term isolation as well as the mentality of Taiwan media and people. The third part, on the basis of the previous two, puts forward a transition strategy on propaganda to Taiwan in the present situation.The article proposes to strengthen the propaganda based on the transition of thinking, breakthrough of traditional propaganda mode, stand-out of cross-strait social mainstream and other aspects. The hopes are presented that the propaganda to Taiwan will be under the condition of cross-strait identity as well as the mode renovation of propaganda to Taiwan stemming from cultural and ethnical identity.The conclusion points out that the propaganda to Taiwan should be associated with continual research on the policy and the strategy on propaganda effect, but first of all the sound development of cross-strait relation must be assured. However, propaganda to Taiwan, faced with many difficulties still shoulders heavy responsibilities.
