Research On The Shift Of Chinese Public Policy-making Paradigm Under The Orientation Of Scientific Development

Presently our country enters the new development stage,displaying a series of new stage characteristic.New stage of the new period forces the development of our country should attach importance to person perspective nature,the comprehensive nature, coordinated and interactive nature,endogenous and sustainable nature.Public policy-making decides that the policy can be carried out and reach the policy partner's accepting degree or not,it is also related to the image and public trust of government.At the same time,Making public policy is scientific and justice or not directly concern if the society is stable and harmonious.Therefore,to manage country affairs and society public affairs effectively,the government must shift public policy-making paradigm step by step and make public policy timely,correctly,rationally,according to the need of social economy,politics,cultural development and the change of specific developing environment,thus makes public policy function display to the Maximum limit and boost that economy,society and the government develop scientifically and unceasingly.The third Plenum of the 16th Chinese Communist Party Central Committee convening in October 2003,had brought forward scientific development concept,at present,central authority and local government in all the country all carefully implement and realize the scientific development concept.At present,under the guidance of the scientific development concept,The Party and the government reconsider profoundly,probe in practice,make great efforts to realize the shift of the scientific developing paradigm. Therefore,researching the shift of public policy-making paradigm under the orientation of scientific development has important theoretical significance and practical value.The paper makes the instruction by the party's scientific development concept, mainly utilized the theory about the public policy paradigm,the political participation, the policy tool,the hearing system of public decision-making.At the same time the paper applies the method of the standard analysis combined with the empirical analysis,takes the public policy-making paradigm as the coordinate,threads up Party Central Committee's conference resolution content and guidelines,even uses the 16th congress reports,the 17th congress reports and the eleventh five-year plan contents to take the argument.It has carried on more systematic,a thorough evaluation and discussion on the shift of public policy-making paradigm under the orientation of scientific development.The full paper is constituted by four main parts except the "Introductory Remarks" and "Conclusion".The Introductory Remarks briefly discuss the background and significance of the paper research,define important concepts associated with this study,discuss and analysize the research's condition in the Academic Circles at home and abroad,clear research ideas,stipulates the research technique,expounds the chapter structure and the innovation.In the first part,from the historical perspective retrospect evolution path on the shift of Chinese Public Policy-making Paradigm since 1976,then by the historical curtain from synchronic theory perspective elaborated that every paradigm shown characteristic.In the second part,proposing the question which questions are the shift of Chinese Public Policy-making Paradigm at the present stage in our country.From the policy value orientation,decision-making maker,decision-making way,decision-making procedure, the policy tool and so on elaborate the existing questions.In the third part,analyzing the question on the reasons of the Public Policy-making Paradigm shift.This part analyzes the motivations from economy,politics,society and globalization thoroughly on the shift of the Public Policy-making Paradigm under the instruction of the scientific development concept.In the fourth,solving the question how to realize the shift of Chinese Public Policy-making Paradigm.This part mainly discusses the suggestions how to realize the shift of Chinese Public Policy-making Paradigm.Conclusion,concluding and summarizing the full paper's research achievements. This paper has some new explorations.(1) It attepts to propose three Paradigms of Public Policy-making in our country since 1976:"grabing program and governancing country" paradigm,"taking economy construction as center" paradigm,"scientific development" Paradigm.(2) It places the points on hot issues which are about current advocating scientific development and harmonious society and so on and research on the shift of Chinese Public Policy-making Paradigm from the perceptive of the scientific development concept comprehensively and systematically,which has certain temporal spirit.
