Sino-American Relations is one of the most important bilateral relations currently in the world. The development state of Sino-American Relations not only involves the interests of two countries and two peoples, but directly affects the peace and stability of the Asian-Pacific region and even the whole world.Sino-American Relations has been changing all the time since the Cold-War ended; it is sometimes good and sometimes bad, and neither too close nor too far. By analyzing the ideology which is one of the factors of U.S. foreign policy towards China, we can conclude that the factors of impeding the healthy development of Sino-American Relations also include the ideology, besides the national interests. After the Cold-War, the United States'foreign policy towards China has not weakened or ended the ideological factor; on the contrary, it has strengthened in some aspects to some extent. It can be said that the ideology plays a special and subtle role in the U.S. foreign policy towards China; the ideology is an important factors of affecting the U.S. foreign policy towards China; the ideology is a bottleneck of restricting the healthy development of Sino-American relations. The thesis, from the political cultural perspective, analyzes the ideological factor of U.S. foreign policy towards China after the Cold-War. It consists of the following four parts. The first part analyzes U.S. ideological characteristics and the impact of the ideology on its foreign policy, and finally draws conclusions: the ideology is the philosophy of American foreign policy, and the important content of American foreign policy as well, and the important means of implementation of its foreign policy. The second part expatiates the specific behaviors of U.S. foreign policy towards China, and proposes that whether US pursues engagement, containment or cooperation foreign policy towards China or not, the ideology plays a fairly important role in them. The ideology has the consistency in the U.S. foreign policy towards China, and it is primary factor in U.S. foreign policy towards China after the Cold-War.The third part analyzes the ideological factor of U.S. foreign policy towards China and reaches a conclusion: the basic reason of US focusing on the action of the ideological factors, is that US pursuits the traditional political culture whose core is the values of liberalism; the realistic reason is that U.S. global strategic interests are not consistent with the China's national interests. The forth part discusses how the ideology influences Sino-American Relations in the following four aspects: the strategic orientation of US towards China, the development of Sino-US bilateral economic and trade relations, the arguments on democracy and human rights, as well as the final settlement of the Taiwan issue. We can draw conclusions: the ideological factor influences Sino-Americans Relations very obviously, and it determines to a large extent the perspective by which U.S. views China, so as to affect the general direction of U.S. policy towards China and the relationship of U.S. and China. The ideology is a real, effective, durable and stable tool in the U.S. foreign policy towards China, We must recognize these impacts so that we can have a right understandings of Sino-American Relations and make right adjustments, consequently, we can effectively deal with U.S. foreign policy towards China.
