The Research Of Local Government Executive Ability In China

Presently all the countries in the world are facing a shortage of governmental execution. The government's execution has not been researched complete and systematically both in theory and in practice .China is no exception. Strengthening the governmental execution in all levels of government in China, especially in the local government is crucial. This is the subject of this dissertation.From the perspective of the formation principle of the government's executive ability, its structural and influenced factors include executive body, resources, stratagem, systems and environment optimal grouping of which is beneficial for producing and promoting of the government's executive ability. Between them, executive environment is external condition, executive body is dominant factor, executive system is necessary condition, executive resource is realistic foundation, and executive performance is final result. In this foundation, by assess the reality of Q municipal governmental executive ability of W province, summed up the current force of China's local governments to implement the existing problems, such as: mechanical execution, the executors' will are warped, execution of the process unreasonable. And reveals the roots of the problems are inadequate administrative system, policy-making mechanism is unreasonable, executors of the low quality, the lack of a good environment for the execution, etc. And in turn some suggestions and ideas are put forward. We should construction of the full implementation of the local power system, improve the administrative management system; foster the execution of the elements, strengthen the government's scientific policy-making; cultivate the ability of civil servant; construct harmonious execution mechanism and build surveillance mechanism; reinventing government credibility and foster the cultural force of execution.
