| Each domain of our society has carried on the reform since 1978. Along with the economic construction gradually thorough, people's material life level has enhanced dramatically, and they are getting higher expectation to our government. "Inexpensive government" is getting more intense. According to the statistical survey, during the 28 years from 1978 to 2006, the administrative costs of our country grew 87 times, and they grew 23% average nearly for 5 years. Compared with other countries in the world, our government's administrative cost stays at a high level for a long time. And the local authority's administrative costs have become an important part of local expenditure which made local authorities carrying on official business service construction inconvenient. Then it enhances serious influence in society and economical development continuously for a long time. Therefore it is very urgent for local authority to carry on the administrative cost control.This article take administrative costs control as the object of study, take the research of cost control theories as the foundation, profits from the overseas advanced administrative cost control experience, analyze the realistic situation of local authority of the east China and with quality synthetic evaluation, summarizes questions which in the administrative activities. Designs the frame using the more scientific cost control and administration theory at present, from the three aspects: the aim of local authorities, public budget system and the reform of safeguard mechanism of this frame as an important path to construct service government.Therefore, it has reality importance to increase the research of administrative cost control of the local authorities, in order to reduce the administrative cost of all levels of local authorities, to coordinate any aspects strength, to construct the service government and saves government positively, finally to build the socialism harmonious society together.
