The speed of population aging and family becoming"empty nest"is very faster in China.In this context,building a service system for old-age home is an effective way to solve the problem of population aging.Although the home services for old-age has made some progress in China,there remain many outstanding problems,such as the government lacks the appropriate laws and regulations,supporting policies,as well as financial support,the non-governmental organizations lack participation,the community fails to become effective support and so on.Based on the successful experiences of the United Kingdom and Singapore in the services for old-age home and the investigation on the demands of the services for"empty nest" old-age home in cities and towns of China,this paper analysis the different characteristics of the"empty nest"elderly people's demands of services for old-age home,forecast the number of the attendants to service the old-age home,and on this basis make recommendations to build the service system of old-age home,that is,in the content of the service system,it should be enriched continuously with the exception of the provision of life care,health care, education and entertainment services;in the organizations of the service system, governments,non-governmental organizations,communities,families and the elderly should participate in the development of the services for old-age home together;in the operation of the service system,it should be promoted through the improvement of security and monitoring mechanisms,the establishment of networks and services standards,and the operation of the industrialization.
