The Study On China's Grass-Roots Administrative Culture By The Perspective Of New Public Management

Since reform and opening up, China's economic have developed quickly, the Government's administrative mode have changed largely, the functions of public have been to further strengthen. The existing grass-roots administrative culture can not adapt to the development of administrative systems, to some extent, it have hindered the reform of the administrative system. Therefore, whether the changes of administrative system itself, or the cultural innovation, they all require re-build our grass-roots administrative culture to adapt to the social development.This article draws on the excellent new public management philosophy, examines public management from a cultural perspective, explore the grass-roots administrative culture's belonging, to search its innovative approach. First of all, we start with the basic theory of the new public management and administrative culture, analysis their connotation and function, and pointed out the necessary and possibility of it, using the new public management to analysis administrative culture. Secondly, the article further analysis the traditional administrative culture of our country, the Western administrative culture, the China's grass-roots administrative culture of transition period, and compare the three respects: the traditional administrative culture of the past serve the present; Western administrative culture serve China; the administrative culture of transition period need to change. Finally, based on the above two points, the article point the integration of combined measures to construct our grass-roots administrative culture in the Perspective of New Public Management-oriented.On the perspective of the New Public Management, we research on China's grass-roots administrative culture, reflecting the grass-roots administrative cultural need to innovate. The grass-roots administrative culture is the heart and soul of the administration, is an important force in promoting the administration activities , is the ideological and cultural root of the administrative system, only it continues to adapt to the internal and external environment'changing, can continue to promote the public administration towards health, well-ordered direction developing. At the same time, China's administrative system reform has also been influenced by the New Public Management movement, facing the dual pressures of domestic and abroad, it requires one grass-roots administrative culture to adjust to current public administration, social development and guide administrative system transition, and then constantly promote the China's modernization to open up new horizons.
