In recent years, with further advance of the construction of new countryside, the development of China's rural society has been accelerated. The stimulation of market economy and the flow of rural population have further accelerated the transformation of rural society. These impacted the villagers to participate in public affairs of village more or less, and put forward higher requirements. Therefore, studying how the farmers, who are the largest participation groups in public affairs in this village to participate in each type of village public affairs is inevitable requirement of today's rural political and economic development. Also it has extremely important practical significance.Firstly, the paper introduces the background and significance of the research. The concepts involved in the paper are defined and the studies of villagers to participate in rural governance of public affairs by domestic and foreign scholars are recalled. Secondly, through direct observation and interviews and take Xujiaqiao and Qudong village in Northern regions of Jiangsu province for example, through deeply analysis of the case, the relationship between the behaviors of the villagers selected to participate in public affairs and different types of political factors has been studied. The reasons of villagers to stop political and economic affairs, life-support services, environmental issues and other different conduct of public affairs at the levels of system logic of participation, perfunctory, deliberative participation, confrontation, conflict progressive participation, passive participation, aphasia and so on are analyzed. During these, how the power, financial, institutional, policy and regulations, the authority of township to intertwine with the logic of the villagers act and interact with each other is studied. Finally, based on the explored cases, the plight of villagers to participate in public affairs of rural governance is demonstrated and a feasible solution to this is proposed. This has great practical significance for us to lead the villagers to institutionalize their participation in village governance to promote our democratic administration and improve the quality of rural governance to achieve the purpose of local "good governance" and harmony.
