This paper describes the Volunteer Management System in Jinan City and offers recommendations and countermeasures to tackle existing problems and weaknesses in order to promote the sustainability and solidarity of the volunteer work in Jinan, based on good solutions practiced at home and abroad. The paper is divided into five parts:The beginning is Introduction, which discusses in detail the background and significance of this study, existing researches at home and abroad, the paper's main contents and structure, as well as the focus and methodology involved.The paper goes on to summarize the meaning and characteristics of volunteers and the management system, and through the detailed introduction to the developments of international and domestic volunteer management systems, further demonstrates the concept, history and distinct characteristics of such systems. It discusses the status quo and operations of the Jinan volunteer management system, where a brief review of the volunteer activities in Jinan over the past decade and an overview of the Jinan volunteer management mechanism are provided. Then, with the National Games volunteer work as an example, the operational features of the Jinan volunteer management system at the current stage are summarized.The final part offers recommendations and countermeasures to address the main weaknesses and causes of the Jinan volunteer management system. Based on the foregoing analysis, six aspects of weaknesses in the Jinan volunteer management mechanism are identified:weak community-based volunteer mobilization; improper volunteers constitution; inadequate communications by the volunteer organization system; a serious shortage of investment in voluntary services; imperfect volunteer incentive mechanism; the mechanism to protect volunteers interests needing further improvement. Accordingly, six countermeasures are provided:further develop volunteer mobilization mechanisms based on the combination of socialization and administration; continue to strengthen the capabilities of grass-roots volunteer service organizations; gradually improve the networking and construction of grass-roots volunteer service organizations; accelerate the formation of systematic volunteer-based funding mechanisms; further enhance public involvement in voluntary services; work together to build and maintain the lofty image of volunteers.In the new era, as the idea of putting people first and the pursuit of social progress gain in popularity, the cause of volunteer services is ushering in a new opportunity of development. As long as we continue to improve the volunteer management mechanism, further clarify the institutionalization, socialization, specialization, professionalization and standardization of the cause of volunteer work, we will be able to make voluntary services synonymous to an invisible harmony, a social responsibility and a quality of life.
