The legislative system means that the formation of the national legislation under certain historical conditions, which must follow the general term for various systems. As an important part of a country's political system and legal system, the legislative system effects on a country's political, economic, cultural and social life extensively. It establishes and strengthens the rule of the ruling class's political status, provides necessary services for the economic bases, also identifies and protects the building of democracy and the rule of law. Especially the legislative system of recent modern state plays a positive role for the establishment and development of democracy, the promotion of social civilization and progress, and long-term stability of society. As one of representative countries of civil laws, German is unmatched by other countries from the breadth, depth, or the degree of perfection of the legislative system, supporting the legislative model of domination of the German parliament is even more we study and learn. Through a comprehensive and in-depth study of the legislative system of the German Parliament, it will not only help us further understanding of the contemporary Western capitalist countries of the parliamentary legislative system, but also could continue strengthening to China's people's congress system, and help us to gradually improve the construction of China's democratic legislative process. This paper is based on the study of parliamentary system of Germany and the legislative process, extensively collect and digests related research literature, uses comparative analysis method to expound the essential content and the characteristics of legislative system of the German Parliament.In addition to the introduction and conclusion, this article is divided into five parts: Part one discussed and analyzed the federal political system in Germany as the federal legislature and parliament, so that we can learn from the context of the German Parliament legislation system. Part two gave a detailed description of the Bundestag and the Federal Senate. The control of legislative authority of is the most important prerequisite for legislative activity, there is no legislative power, and there is no legislative system. Part three focused on analysis of the German Parliament in the legislative process, with the order of legislation from a proposal to the final publication, and discussed legislative hearings separately that concentrate democratization of the legislative process of the German parliament. Part four is divided into three sections that provided details on the legislative process of the German Parliament on specific legislation by the use of technology. Part five is also the last part of this article, discussed an important role of the main German political parties in the legislative process, namely, the control and effective supervision of Parliament legislation.
