The Problem Of Governmental Responsibility Played In The Risk Society

With China's full access to the building of the social harmony, the issue of the risk included in the development of the modernity has increasingly aroused people's attention. In fact, under the unlimited expansion of the power of global capital, all countries advocate highly "technological rationality"and create "consumer society" .Modern development has brought people advantages of life, but it has produced a large number of man-made risks as well. Baker and other representatives of the risk of human social theorists were keen from the "risk" to grasp the perspective and interpretation of social development . The face of the advent of risk society, how to avoid and defuse the risks in order to achieve a "risk society"? It is placed in the national government and the citizens of contemporary issues.Our country is in a profound social transformation and rapid social change process, the advent of risk society has become unavoidable historical circumstance. Risk society has an ethical responsibility for the plight of play, especially the "organized irresponsibility" question has brought unprecedented challenges for people. Ours is a government-led society, the Government's actions in the risk society will directly determine the success or failure of response to the risk society. Therefore, from the Government's point of view, government should define the risk status, analyze the problems , builde a mature system of accountability to cope with risks ,it is an inevitable trend.The first section has combed the concept of"risk society"and"risk".The second part of the article is on the combination of the risk of social theory to describe the risk and the ethical dilemma. The third section has described the Government's role in risk-taking ,and analyze the Government's deficiency to resolve risks in the organizational structure and behavior management. The fourth part analysis that the Government should have done from the ethical responsibility of logical conversion and from the behavior of orientation, risk awareness, risk culture and risk-resistance ability .the Fifth part is about the Government to build on a system from the risk of the major early-warning mechanism, risk decision-making mechanisms and risk compensation mechanisms of accountability mechanisms .
