Justice is the ideals of people for a long time.But the meanings and standards are different at the different stages of history when we have to face it. It changed when the country appear. The expection of society had changed into some kind of request to the country. The function of government is as same as the public administration because of that the government is the symbol of country. Efficiency had been considered as the only one standard of public administration at its early stage.Public administration was considered as the tool of policy and no matter with the values itself. The reason was relerant to the view that the public administration belong to the political.There was a risk if we think the purpose of public administration belong to its execution. The result is that the government will turn into illegal and won't be trusted by the people and the officials have to achieve some kind of achievements if we do like that. The public administration have to make people feel that the society is fair from the day of its birth because of its nature in fact. It has to make people feel fair when it offer public products and services to the people.Although the public administration pursue the values which include the order and the safety it can't change the status of justice in its system.The problem about justice has become the focus of society after the reform of China and the development of economy. The experience of reform tell us that the development of economy and society will not get success without economy conditions and correct values.It needs huge economic resources,technology and political conditions to develop the society. The government have to develop the justice in order to perfect the reform of economy and political if we hope the society become more harmonious.The purpose of justice is make people feel fairly in the course of public administration on the rights,power, compulsory, responsibility. Its purpose also include making people feel fairly on the income and the gap with others.The social order will be stable and the economy will get further development only on this way. The purpose of this article is found the way which can solve the problems because of the justice in our country. We will found the contact between the economic and justice, government's functional and responsibilities through the theoretical investigation, systematic, comparatice study and logical reasoning way. Give suggestion to the government of our country on public administration and make the modernization of our country match up with the people's living standards is another purpose of this article.
