China's reform is at the period of a multiple problems and contradictions. these questions and contradictions need a forward-looking system to do something, we can not stay in the oppressive style of Institutional Change. Accountability is probably a good breakthrough point.all the scenarios have provided the government's responsibility and insisted that government should accept surveillance inside and outside to perform its responsibility. To establish a responsible government, the principle should transit from emphasizing citizen's obligation and government's power to emphasizing citizen's right and government's liability. Beginning from the crisis of SARS in 2003, the administrative accountability system has become the brilliant point of one new round of political reforms in China, a scientific and reasonable administrative accountability system is beneficial to realize social fairness and justice and socialist political civilization. However, the system has its process of birth, occurrence, development and maturing, administrative accountability needs to take root in China, clarify issues, improve the rules and support the construction of cultural ecology.This paper tries to explore the developing trend and routing of Changsha executive accountable,by the text analysis about the executive accountable of 2003-2008 Changsha and performance of other regions.The whole Passage can be divided into five Parts:The first Chapter is about the introduction, which is an overview of the field of administrative accountability research situation at home and abroad, as well as research methods used in this paper. The second part deals with the the basic theory of administration accountability related to theoretical propositions, such as transaction cost theory, principal-agent theory, theory of popular sovereignty, etc., and expounded the relevance of administrative accountability, which is the logical starting point for the full text.The third part is about a detailed analysis of the implementation of administrative accountability in the Changsha City, from we explain the action framework about implementation of administrative accountability at the basic of the main body of accountability, accountability targets, accountability, content, accountability procedures and the accountability approach these, and then we compared it with other domestic cities. The fourth part is built on the basis of the third part, under the rules, this part explains the multi-dimensional dilemma on the foundation of the concept about institutional lag. Part V is about the analysis of administrative accountability towards the future development, this part can also be interpreted in the fourth pair of specific response.
