China and Kazakhstan are developing countries, they are faced with the practice of comprehensive social transformation process in the entire society, two governments meet the social transformation for the arduous task of administrative reform. China and Kazakhstan's government administrative reform's causes, the guiding principle, the reform path, the reform measures in this field, both has similarities and common ground, but they also have differences, therefore, result of reform are different. In particular the different guiding principles for reform, Kazakhstan government administrative reform and the effectiveness of the two countries differ in the category of administrative reform. Administration reform can not say no to occupy a key position, it is to recognize and grasp the administrative reform of the lock and key. For this reason, this paper will select the entry point for reform of government institutions, by comparing China and Kazakhstan in the government administrative reform, the experience gained or lessons learned, to achieve mutual learning, the purpose of learning from each other, promote their successful administrative reform process developing.In this paper, through the process of writing into the line is; to the basic discipline-oriented, the fact that the government administrative reform as the key to the typical examples as a starting point to compare, analyze the pros and cons between the two countries where the practice of reform for the Government the smooth development of reform to provide personal insights.The main contents of this article:first part provides the meaning of the government administration reform, from concept to study the essence of the reform of government administrative agencies form the main content and conduct, administrative environment faced by developing countries, that the current economic and social transformation of changing government administrative systems and the contradictions surrounding the executive agency for promoting the main drivers of change; the second part:China and Kazakhstan are developing countries, the reform of government administrative agencies have different characteristics. As the market economy reform, government administration under the planned economic system has increasingly shown the drawbacks of the model. Analysis of the two countries two decades of reform status and shortcomings of reform will play a future reference. The third part:the social transformation before the government of China and Kazakhstan to Marxism-Leninism as the guiding ideology, China's reform and opening up, still adhere to the principles of Marxist doctrine, based on the theory of socialism with Chinese characteristics initiated, and Kazakhstan mainly depend on the relevance of Western neo-liberal theory. Comparison of two different models to explain differences in the administrative reform will make reference for the two countries to further reform. Finally, the conclusion that the Government conduct a path of institutional reform through the practice of the two countries, China and Kazakhstan, compared to each other more successful experience of learning Chinese as early as possible to establish services in a market economy the government administrative system...
