The Research On Institutionalization Of Democratic Administration In China

With the rise of the democracy tide around the world, people's demands for democracy are increasing,hence the democratic administration has to be a inevitable choice of the administrative reform.As China's socialist market economy developing constantly, citizens'consciousness of democracy are increasing as well, in order to safeguard the people's ownership and protect citizens'democratic rights,it became more and more necessary to strengthen the institution construction,which is to make the democracy institutionalizationalized and law-based, and to make socialist democracy administrative system effectively protected, so that the public power could be well controlled and the public interest could be maximized.In China, the institutionalization of democratic administration is still a relatively new research topic. The institutionalization of democratic administration is mainly against the defects and flaws among the current administrative system, focusing on those strong countermeasures within institution level, claiming that the contents, forms and channels of the democratic administration should be exactly set, and only if with the firm institutions could the democracy prospered.This paper, with the institutionalized perspective, using the sys.tem analysis methods and literature analysis methods, researched the development of China's democratic administration and mainly focused on its institutionalized process. It was divided into four parts. Firstly it introduced the research background of democratic administration institutionalization and research methods.Secondly it conducted a series of theoretical studies, basing on the democracy administrative theory, institution theory and control theory, then used the principle of management, administration, law and other subjects to define the concept of institutionalization of democratic administration, pointed out the needs for it. Thirdly, it summarized the process of China's democratic institutionalization, not only introduced our achievements, but also pointed out the problems and analyzed the reasons within. At last, combined with China's actual situation, this paper proposed some countermeasures to put forward the institutionalization of democratic administration in our country such as to strengthen the awareness of democratic administration institutionalization, increase system innovations, improve the specific democratic administration institution, improve its execution and the legal protection etc.
