The Study On The Transformation Of Township Government In The Period Of Socialist New Countryside Construction

The "Three Rural" problems is still an important problem which has been puzzling China's development. Building a new socialist countryside is an important historic task. Fully grasping the characteristics of China's economic and social development stage, The CPC Central Committee identifies urban and rural development from the party and the country's development of the overall situation. Township government as the most grass-roots government, is the bridge and link that the Party and government with the broad masses of peasants, and is also the important organizational strength that building a new socialist countryside. In order to meet the rural tax and fee reform in rural areas as well as new construction, we must change the functions of township government. The basic direction of its change is change "control-oriented government "into" service-oriented government".The government must pay more attention to social management and public service functions, and change the concept of error in power which previously emphasis on "control" over "service".This paper, based on document research, analyzes the majority problems of the township at the present stage of our transformation of government functions and the existence of the cause of the problem. Based on cause analysis, I proposed macro-strategy that the current transformation of township government functions.The full text altogether is divided into five parts:The first part described the research background, origins, literature review and primary research methods. The second part discusses the orientation and the motivation of the transformation of town government functions in the period of socialist new countryside construction and based on the study of the evolution of the functions of township government after the foundation of the PRC, the text analysises the challenges facing the transformation of township government functions and the orientation of the transformation of township government functions in the rural reconstruction.The third part reveals the main problems existing in the process of the functions play of township governments under the background of the new rural reconstruction.The fourth part, from five aspects, discusses the causes of restricting the changes of the township government functions. Finally, in-depthly discuss the countermeasures of the transformation of the township government during the new countryside reconstruction.
