Equality of educational opportunity has long been a hot issue which has attracted great concern of the society. With the unceasing expansion of higher education, it is closely related with the distribution of all kinds of opportunities in social life. The popularization of higher education in our country has greatly increased total quantity of admission opportunity, but the multiplied opportunities do not mean opportunity equality. In the field of higher education, the problem of unequal distribution of opportunity still exists, among which regional inequality of admission opportunity gets high attention and causes hot discussion, thus it has become an important social phenomenon and social problem at the present time. The study for ensuring equality of admission opportunity in higher education will not only provide more fair chances to the personal development and protect one's personal proper interests from infringing regardless of the changes of policies and systems, but also promote the adjustment of related supporting measures and the interconnection of policies in higher education. Due to the inequality in systematic aspects, it will have important realistic significance for the individual and the society to realize the equality of educational opportunity within the range of possibilities by harmonizing the policies and the concerted effort of all.Firstly, at present, the researches of unbalanced development of higher education and unequal distribution of admission opportunity among different regions in our country mainly focus on certain stage of education in the field of higher education, but they lack the concern and analysis of admission opportunity among different regions in different stages. Secondly, the researches for the problem almost take the higher education all over the country as the study object from a macroscopic perspective and put particular emphasis on data analysis and introductory remarks, but there is little specialized research for regional equality of educational opportunity. In addition, the researches mostly adopt the dialectical methods which are very single.The paper chiefly focuses on educational fairness from the perspective of educational opportunity. It has selected admission opportunity for higher education of Shandong Province as study object based on the data analysis of regional inequality of admission opportunity for higher education, analyzing whether the situation of inequality of admission opportunity in different stages of higher education is improved. As is known to all, in different stages of higher education in our country, the distribution pattern of admission opportunity is different, which results in regional inequality of undergraduate admission opportunity in terms of regional distribution. Whether the regional inequality of admission opportunity has the characteristic of "continuity" or not; from the regional point of view, whether the distribution of educational opportunity for postgraduates (whose admission is not in terms of regional distribution) can serve as a strategy for adjusting the unequal admission opportunity for undergraduates, in the meantime, offering a kind of "compensation" for unequal regional distribution of undergraduate admission opportunity, which are the innovation of the thesis and also the primary content of analysis in this paper.The paper synthetically employs data analysis, cohort study, questionnaire and comparative analysis, etc. Firstly, the paper illustrates the regional inequality of undergraduate admission opportunity from the following three aspects:the admission marks of undergraduates, the enrollment number of institutions of higher learning and the admission rate among different regions. Based on two scholars' two indexes that can be used to measure the fairness of regional education opportunity, namely, "the ratio of the population of provinces to the number of universities" and "admission opportunity index of colleges and universities", we utilize "the ratio of the population of the province to the number of the university" and "the undergraduate admission opportunity index" to give a supplement to the regional inequality of undergraduate admission opportunity, and then discuss how the regional inequality of undergraduate educational opportunity is formed, and provide a simple explanation of what effort and effect the educational department has made to achieve fairness of higher education among different regions. Secondly, we discuss the core content of the paper, namely, the connotation of balance mechanism and its main content under the condition of ineffectual balance policy. Through international comparison of postgraduate enrolling system and analysis of the differences between postgraduate enrolling system and undergraduate admission system in our country, we interpret the function of postgraduate enrolling system as the balance mechanism of "regional inequality of undergraduate admission opportunity". Finally, we use a specific empirical analysis to test and verify "the balance mechanism". We take Shandong students of D university for examples, because enrolling system in the stage of postgraduate is different from undergraduate admission system, Shandong students seem to have more opportunities to study in the postgraduate stage. Moreover, we.explore and analyze that the opportunity for Shandong students is fairer and more equal compared with undergraduate admission opportunity.
