People have already realized that teacher education is a continuous process through whole teachers' career, when more and more people know the education for life and the theory of teachers' professional development. The process includes not only pre-service education and in-service training, but also the bridge of the two stages, inductive education. Induction period is a key phase in teacher professional development process. It is a rough crossing from a student, through the stage of a complete novice as a teacher, into an expert teacher. Whether beginning teachers successfully realize the transformation from a student to an eligible teacher will influence not only their occupational orientation and permanence, but also their professional development pattern in whole career, which will determine what teachers are like in the future. Large numbers of studies indicate that beginning teachers indeed encounter more complex and more problems than teachers in other periods. Therefore, it is more important to provide inductive education for beginning teachers based on their professional development need.Many countries have made inductive education as important means to improve the quality of teachers. Since our country coming up with the training of new teachers, administrative departments for education and schools have been making some attempts on it and improving it, but it still exist many problems. Because of the incomplete system of inductive education for teacher, the content of inductive education doesn't fit beginning teachers very well,the evaluation of inductive education doesn't work actually,etc. Therefore, our inductive education for teacher needs to be further explored and strengthened.In view of the unique value of P.E. curriculum and the special requirements for P.E. teachers of the primary and secondary schools, the inductive education for P.E. teachers has own uniqueness. P.E. teacher education which is an important component of teacher education plays an important role in the basic education reform and development. Therefore, the special research for P.E. teachers'inductive education is necessary. This paper attempts to survey and analyze the current situation of inductive education for P.E. teachers of the primary and secondary schools in Shandong Province, find out the problems and propose solutions, which can help newly appointed P.E. teachers adapt to the transformation from a student to an eligible teacher and improve the quality of P.E. teachers and physical education finally.With literature, Survey, Interviews, Statistics and logical, depending on life-long education theory, teachers professional development theory and teachers'knowledge structure theory, the current situation of inductive education for P.E. teachers of the primary and secondary schools in Shandong Province is surveyed and analyzed deeply and find out the main problems as follows: the newly appointed P.E. teachers have so much work that they are lack of time to improve themselves; most of P.E. teachers hold a positive attitude towards inductive education and think it necessary, but the newly appointed P.E. teachers isn't enthusiastic enough about participating in the inductive education; the level of collecting training is low, the content of training isn't highly relevant to the problems which the newly appointed P.E. teachers encounter;intramural training have more problems, the tutors are appointed casually, the reward for guidance is low, there is not the supervision mechanism, so the activities of guiding the newly appointed P.E. teachers aren't carried out effectively; the evaluation of inductive education doesn't work actually,which doesn't affect their future at all; and other problems. Basing on the problems, the characteristics of physical education teaching, the successful experience of foreign countries and our national conditions, I proposed measures as follows: establish and improve the law and policy of inductive education for teachers; improve the organizational Security of inductive education for teachers; adjust the content and enrich the form reasonably; improve the system of tutor and the evaluation of inductive education; ensure adequate fund for inductive education.
