Interests Group are the products of the social differentiation.it's also the products of civil personal sense rising with the acceleration of economic development and democratic process.The Social Hierarchy and differentiation are the history destiny along with the birth of interests group. As a reasonable"economic person",They formed an association to overcome the"individual voice power"weakness.The organization or group would strengthen the voice power.Neither our interests expressional system or western interests group expressional modes,the final objective are to protect their own benefits.The Chinese reform and opening policy made the social hierarchy and differentiation phenomenon more apparent,so the different hierarchy interests group made the benefits organization as an effective instrument to prevent from the invision.Through the inner and outer institutional expression ,through the participation and perfection of the civil society ,the interests group made their benefits optimized.In western countries,the benefits group are the major manner to protect themselves. Interest groups actively participate in politics ,economic,currrent opinions and policy—making decisions .The interest organization has the same effect as the interest groups in constructing the interests exprssion mechanism.The political process operation,interests of synthesis and realize are starting from the initial of interest expression.Under the condition of the benefit imbalnce,the social interest expressional mechanism is seriously defected.If a considerable amount of interest groups can't through effective channel to express their demands,the political decisions and public policy would not perfectly reflect the social interests relations because of the deficiency information .thus it will lead to social benefit pattern imbalance. The called of"the second bureaucratic generation","the second rich generation"and"the second poor"are a warning.Public policy is the authority distribution of social wealth,elite model and game theory model are more common policy analysis model.Citizens and the civil socity to protect and defend their own interests,they would use normal or unnormal manner to participate in politics ,Nash Equilibrium theory is an useful method to reveal the interests gambling Which exists in the policy making ."Win to Win gambling"and"Zero gambling"are the two major gambling manners.Generally speaking ,The legal and rational expression system would provide valuable information for the policy decision organization,It can compensate the policy --making limitation,promote the public affairs open and give an impetus to the politics democratization.Without reasonal system,it can cause polarization between the rich and poor,it also break the government self-decision status and lead the failue of the decision.It can even threats to the National securiy and social stability.
