Research Of Institution Change Of Degree Authorization In China

Degree Authorization institution in China belongs to the state authorize model, it embodies characteristic of the degree and postgraduate education in China, it is the institution protection of healthy development of the degree and postgraduate education. With the scope of postgraduate education expansion, the autonomy of postgraduate training units expand, the co-ordination of provincial government postgraduate education strengthen, the state authorize model must change. Therefore, there has important theoretical and practical significance to explores the history and problems, and propose the direction and countermeasures of change.This pape is based on institutional change theory, public management theory, academic freedom theory. This paper use historical research methods, document analysis methods and comparison of methods, made a systematic study with the change. Based on the definition of Degree Authorization institution nature, and the evolved and problems, this paper analyze the need for change of Degree Authorization institution. Based on the comparison of international models, this paper discussed the administrative license institution selection mode is reasonable both from necessity and advantages, build a basic framework of administrative license institution. This paper proposed the countermeasures to establish and perfect the administrative license institution: change the idea of management concept of Degree Authorization, change authorized management to administrative guidance, change agent to self-autonomy; standardize the specification of administrative license, security the normative of setting, procedures, implementation of administrative license; strict supervision of the administrative license, strengthen the graduate department annual inspect, and degree granting unit annual self-assessment, and professional assessment of the social intermediary organizations; enhance the level of administrative license, strengthen the awareness of law, familiar with the laws and regulations, improve the work flow.
