Inquiry-Learning Curriculum aims to cultivate students' innovative spirit and creativity, and to guide students to experience the scientific and technological exploration and project-based practice. But because of biased recognition, delayed evaluation, difficult management, inadequate resources, a lack of qualified teachers, ineffective teaching methods and other factors, inquiry-learning curriculum in all middle schools in Shanghai have not been well implemented. And many experimental model high schools are covering up the lack of support for all learners by only putting a small number of top students into the research in depth. Besides, the government is lagging behind in the aspects of management and evaluation, the leadership of principal course and execution of the teachers are both in deficit, family education has been utilized, and the idealized education research program did not become a reality. This study, based on deeply research, problem based learning principles and the basic concept of research programs, is designed to use modern information in combination with research programming, coupled with research-based curriculum theory and educational expert system technology, in order to build a platform where real teachers could match the virtual expert program of education research, management, support and evaluation. This may bring convenience to the educated department of schools or organizations about the management and support of the students' study and evaluation, to the popularity of the rare expert resources of teachers, to the problems-solving in terms of various aspects of research courses in practice and the popularity of high school students' research curriculum development.Educational expert system is an expert system technology that is used in the field of education. It is the combination of information technology and educational philosophy. The key educational expert system refines a number of research programs and excellent teachers in the field of practical wisdom, so that the computer operating systems can simulate the decision-making process of education experts to address the need for an expert to solve the problem.The research adopts methods of empirical extraction, reorganizes a large amount of theoretical and practical experience firstly, then pumps the core technology and effective strategies which the real experts should possess, and finally furthers modeling. Then it combines the management, organization, evaluation and education together on the basis of principles of expert system and then forms the regular, formalized knowledge engineering. The process makes it possible for the teaching programs to simulate human intelligence by computer educational experts. On the basis of system development, we continue to revise the system, expand resources, accumulate cases, and adjust the software functions through a considerable number of facts, according to the feedback of students. We have now developed educational expert system to cater for students' personality characteristics, friendly interface, rich resources, running intelligence, and management science to facilitate expert system. It performs as a source of information with which students conduct research, media of communication, cognitive tools, management tools, the platform of organizations, evaluation assistant. It also contributes to the popularity of research programs and carries out the modernization of education to build a unique "Shanghai infrastructure". Since the success of the development of educational expert system, we have organized the following experience through the practice in Shanghai Wu song High school and The Affiliated High School of Shanghai University etc.1. It improved the students' participation rate of research program.2. It solved the timeliness of communication between students and teachers, and promoted higher level of cooperation and communications between them.3. It reduced the number of tedious work such as school organization, management and evaluation, supported the teachers' work, and facilitated the management of academic departments and students' academic work.4. It promoted virtual cooperation, encouraged students' initiation, improved the cohesion of inspiration and "innovation debris" of students, and inspired their enthusiasm and innovation to continue to explore the unknown, thereby contributing to the implementation of research programs.
