With the development of the science and technology rapidly changing, knowledge becomes the determinant factor to improve overall national strength and international competitiveness and human resources becomes the strategic resource to promote the social and economic development increasingly, so, the importance of technology, education, war for talent for comprehensive national power is prominent .The higher vocational education reform and development work meeting conference said that higher vocational education must improve the quality as the core in the next decade, continuously deepening reform and accelerating the development of higher vocational education, to make a new promotion in personnel training quality, new breakthrough in school system mechanism, and realize historical leap of the connotation development.Recently, The Pearl River Delta's boosting transformation of the economic mode, industrial transformation and upgrade, and the social economy for inter-disciplinary talent demand growing; As the national key construction of higher vocational colleges, GK Institute has an unprecedented opportunity to reform development. After several years of rapid development, GK Institutes reached a certain scale, as well as difficulties in the human resources construction, especially the income distribution problem leading to the biggest one in career development; this restricted GK Institute talented workforce construction, and affected GK Institute's connotation construction. Therefore, it is the key, pressing task to study and solve the issues in human resources management and redesign income distribution plan.This paper based on management practices, under national, provincial policy guidance, by analyzing the present situation of human resource management, finds out some existing problems and causes; by using job analysis, organization structure design, post settings, job evaluation, payment management, human resource management theory, draws up the agency and staffing assignments plan, job design scheme, income distribution plan and a series of GK Institute policy to reconstruct GK Institute human resource management system and solve GK Institute career development problem. Through policy levers deepening the reform of personnel distribution system, optimizing human resource distribution, strengthening GK Institute talented workforce construction; straightening out the employing relationship, and enlivening the personnel mechanism, so as to convert identity management into post management, improve the employing benefit, introduce incentive and restraint mechanisms, and provide a powerful policy support and guarantee for the scientific development of GK Institute.
