Chinese football has rapidly declined in recent years, and the fundamental reason is lack of stability and scientific training system for teenagers. The school-football activity is meant to solve this problem. School-football is a very important event for Chinese football. It's offered by CPC Central Committee and State Council, and will be carried out in next ten years by the State Sports General Administration and the Ministry of Education's cooperation, with 4 levels of campus football league. The research about school-football development in primary school of Liaoning province has special value, for on the one side, primary school is the foundation for school-football system, on the other side, Liaoning province is an essential training place of the Chinese football training program. The influential factors are analyzed based on the expert investigation. The development of school-football in Liaoning province is summarized with the results of questionnaire survey which is made on the participators of school-football. And methods of literature, statistics and comparative analysis are used.The findings are as follows:⑴The activities of School-football in primary school perform a relatively narrow way which is a negative factor for School-football development.⑵Pitch and equipment site and equipment cannot satisfy the need in school-football and therefore hinder the development of school-football.⑶The purpose of students and their parents tend to be rational, but the attitude of parents is not positive.⑷Coacher receive a lower salary. They need to improve themselves in terms of football knowledge and skills.⑸The main influential factors are as follower: social economy, pupils'subjective attitude, family, school, government policy and security system factor.Suggestions are as fellows: School-football needs to carry out innovative sports content and forms of organization. Coachers should be well-treated. Coachers should be offered a variety of ways to better themselves so that they can gain the capacity of life-long learning. More funds should be granted so that the issues of lack in space and equipment can be solved. Cooperation should be secured between professional clubs, sports institutions and school-football in order to solve the lack and deficiency of teachers, facilities and equipment.
