Research On The Construction Of Excellent Courses In Universities From The International Perspective

Open educational resources have already become an international identification education movement and also a strategic choice to improve the development of educa- tional informatization, to share high quality educational resources and to achieve educational innovation by higher education institution. Ministry of Education has implemented National Program of Web-Delivery for Excellent Courses (NPWDEC) to promote the level of educational quality. Nowadays, the excellent courses have taken shape in quantity. However, its influence is limited to domestic universities and always has a slow internationalization process compared with other developed courtiers'.In this study, literature research, educational statistics, investigation research and comparative study methods are used. Through investigating the achievement and the situation of internationalization process by NPWDEC in nearly eight years, the author is to analysis the significance and the problems of NPWDEC internationalization process. To find the essential reason that lead to slow the international process by the theory of sociology, management science and cultural science and in an international view. Meantime, using the teaching concept of open educational recourses, construction features and school-running experience of other developed countries for reference based on localization situation effectively. The author put forward four strategies to improve NPWDEC internationalization process: to form a proper opening and sharing value for promoting human progress and development; to solve the conflict between the share and trend for profits by stimulate and ensure policy; transform the control of quality process into autonomy consciousness; internationalization process growing in pace with location process.
