Since the implementation of curriculum reform of elementary education in 2001, as a new thing, school-based curriculum development has entered into primary and secondary schools. For a decade, school-based curriculum development showed its unique mode in the teaching practice of primary and secondary schools, and brought different life experiences for teachers and students. On the one hand ,School-based curriculum development broke the situation of the unified curriculum development power, so that teachers, students, parents and community members become the main forces of curriculum development .And also a foundation has been laid so that teachers can get a better understanding of the students'needs ,and then implement better curriculum. On the other hand, school-based curriculum development is Irreplaceable in promoting the professional development of teachers, the overall development of students, and the formation of school characteristics.In this paper, school-based curriculum development is the main line, three primary schools and three junior high schools in Funing County of Hebei Province are the objects. Based on the in-depth interviews and questionnaires of school administrators, teachers, students, we can understand the status of school-based curriculum development in compulsory schools, and then inquiry the experience and the problems of school-based curriculum development in the concrete practice. Through the analysis of such experiences and problems, appropriate measures can be made finally. This paper is divided into four parts:The first part, described the origin, significance, purpose, research ideas and methods of the study, and related literature review.The second part analyzed the status of school-based curriculum development. Through the collection of in-depth interviews, documents, and questionnaire, we can understand and analyze the background factors and process factors of school-based curriculum development.The third part summed up the successful experience and emerging issues and their causes of school-based curriculum development through analyzing the background and process factors of school-based curriculum development in sample schools. The fourth part, in order to make the school-based curriculum development play a better and a more long-term role in the primary and secondary schools, the strategies to the problem of school-based curriculum development was proposed.
