Since the Third Plenary Sessions of the Eleventh Central Committee of the Chinese Communist Party, remarkable changes have taken place in the development structure of preschool education in China. Kindergartens run by various kinds of societal forces and other preschool education institutions are springing up as bamboo shoots after a spring rain all over the country. The rapid development of nongovernmental preschool education has displayed its great role in widening investment channels, increasing infants' educational opportunities, meeting patriarchal needs of diversification of preschool education, promoting the inform of management systems of preschool education, etc, which has been affirmed by the society. The rapid development of nongovernmental preschool education, however, does not mean that there are no problems in its development. With the increase of the number of kindergartens rum by local people, many issues need to be demonstrated urgently in theory and practice, to guarantee the healthy development of nongovernmental preschool education. Education run by local people, since its coming into being, has been paid broad attention by academic circles and other walks of life, and discussions and disputes on the nature, status, function, standard, management and legislation, etc, has been ongoing, but with careful observations, we can find that beyond the clamor and liveliness, research on preschool education is undoubtedly ignored. It's a pity that this theoretical research goes far behind practice. Due to these reasons, the author makes study on some issues therein, with combination of practice of current development of preschool education in China, for the purpose of arousing people's attention and improving the deepening of research in this field. The thesis consists of four parts.In Part I, definitions are made on relevant concepts of preschool education, such as kindergarten run by societal forces, kindergarten run by local people and civil kindergarten. Based on this, an analysis is made on nature and characteristics of nongovernmental preschool education. Nongovernmental preschool educationhas following characteristics: unification of non-state and variety of forms of property right, unification of public welfare and profit making, integrity of unification of regulations and self-determination in holding kindergarten, unification of consistency of educational quality and variety of features of managing kindergarten.Part II addresses the necessity of develop preschool education by local people, and points out that the re-rising of kindergarten run by local people and the rapid development of preschool education by local people, is the inevitable requirements of reforms of Chinese economic and political systems, and the effect of the policy of quickening reforms and opening to the world.Analysis is made hi Part HI on achievements and problems of nongovernmental preschool education. The rapid development of preschool education by local people improves the forming of new patterns of various kindergartens and new phase of sharing infant-education cost by government, social groups and individuals, and promotes the career of preschool education onto the path of rule by law and the rising of overall educational quality. The main problems therein are that people are short of cognition to the status and role of nongovernmental preschool education, that statutes on management of kindergarten run by local people lack pertinence and maneuverability, that some owners of kindergartens do not have a correct guiding ideology, and that whole educational level is still on the low side.hi Part IV, in view of practical experience of kindergartens run by local people hi different places and current problems, the author comes up with countermeasures, namely, to fully understand the status and role of nongovernmental preschool education, to perfect its inner management system of kindergarten, to truly strengthen its construction of teachers and to raise its quality of education.
