The 16th National Congress of the Communist Party of China details the guidelines and procedures for building an overall Xiaokang society. The magnificent aim requires us to exploit human resources strongly, so we must pay more attention to the combination of the rural vocational education, the rural elementary education and rural adult education. Among them the rural vocational education is the most important, but its development speed is so slow that it can't catch up with the speed of exploiting rural human resources.We must strengthen the theoretical study about the rural vocational education if we want to improve the development level. The academic circles have not attached importance to the theoretical study of the ruralvocational education, so there are few specialized works or articles, and almost no one study it at the historical angle. With the combination of theoretical study, historical study and realistic study, the paper tries to study what have taken place for the rural vocational education since 1978, and find the key problems at present, then put forward some suggestions which are good for the reformation and development of the rural vocational education in the future.In the introduction the paper discusses the momentous current significance and far-reaching historical significance of the study. The following are three important sections:In the first section, the paper divides the whole development course into four stages according to their different characters: (1)the stage of recovery and initial development; (2) the stage of developing quickly under "Liaoyuan"plan; (3)the stage of declining of the rural specialty; (4)the stage of two branches appearing under the policy "Enlarging the enrolling scale of Higher Education". For every stage the paper sums up the historical experience and draws some lessons from the historical background, especially discussing the important policies, laws and regulations about the development of the rural vocational education.In the second section, the paper raises four key problems about the development of the rural vocational education: (1)The enrolling scale of the rural secondary vocational school is declining; (2)The condition is very bad, and the quality is very poor in many rural vocational schools; (3)The system of the rural vocational education is not perfect; (4)The service system ofsupporting the rural vocational education is not perfect either. For every problem the paper analyses the cause and tries to find some ways to deal with it.In the third section, the paper tries to put forward some proposals, which is based on the historical development course and actual problems. The paper discusses six ways to deal with the key problems:(1)Correcting several mistake ideas;(2)Reforming the managing system and the system of running schools; (3)Improving the condition and the quality of the rural vocational schools; (4) Enhancing the construction of the service system; (5) Strengthening the combination of the rural vocational education, the rural elementary education and the rural adult education, especially improving the combination of agriculture, science and technology and education; (6) Perfecting the system of the rural vocational education.
