This article aims at dealing with the problem of how to train qualified people to meet the needs of China entering WTO. Compared with the current approaches, the Balanced Activities Approach has the characteristics of a good sense of balance,mutual supporting,self-reliance and humanism. It can improve qualified personnel of balanced abilities in listening, speaking,reading and writing. The whole article is divided into four parts.Part one. The necessity of reforming the current middle school teaching approaches.We have two kinds of approaches to middle school English teaching . One is Lecturing Approach, which contains the methods of grammatical analysis,training and words memorizing. It emphasizes on application in linguistic style and accuracy of lingustics knowledge.During the teaching process,teachers are in the center. It requires all the students should master phoneetics, grammer and words practically. But teachers always correct the mistakes whenever students make.This can easily dampen the students' spirits. The other one is Communicative Approch,which aims at getting communicative abilities through linguistic application. The two approaches have advantages, but they can't train students who adjust to the requirements of China entering WTO. So we must adopt one approach which can absorb the merits of Lecturing and Communicative Approaches, and at the same time reject their shortcomings.This approach which helps supply each other' s wants is called the Balanced Activities Approach.Part two. The Characteristics of the Balanced Activities Approach It mainly has four features, which require the balance of importing and exporting English . (one)Sense of balance This approach can absorb theadvantages of Lecturing Approach,which puts stresses on basic language knowledge while rejects its shortcomings which are not so flexible. We should also elaborate the merits of the Communicative Approach and avoid its weakpoints. Try to keep the balance of importing and exporting English. (two)Sense of mutual supporting Listening, speaking,reading and writing are English four skills.They are mutual supporting. Students should notice the balanced development of the skills .(three)Sense of self-reliance English teaching must make students support themselves.(four)Sense of humanism The Balanced Activities Approach requires teachers to care and treat their students equally and warmly.Part three.The Balanced Activities Approach should deal with the balanced relationship properly.(one)The balanced relationship between listening and speaking ,reading and writing. Listening is the base of the other three skills .It emphasizes on phonetics .(two)The balanced relationship between listening and speaking. Listening is importing while speaking is exporting. Comprehension is the critical point. The Balanced Activities Approach employs the method of penetrating to settle the problem. (three)The balanced relationship between speaking and writing. Both of them are the styles of exporting language. We can use the method of direct perception through the senses to make English classes lively and interesting. (four)The balanced relationship between reading and writing . Reading is the main style of importing Eglish while writing is of exporting English .The Balanced Activities Approach employs the methods of funny reading, guessing games and joining reading and writing to remedy their defects. Part four.Teaching EvaluationThe Balanced Activities Approach requires teaching evaluation different from the current approaches. (one)From the stress on the essential element to the joint of mixing the language applying abilityies with it . (two)From the stress on written English to the joint of spoken and written English.(three)From the stress on result to process.(four)From the stress on commoncharacteristics to individuality.
