Nowadays in our country poverty mainly exists in rural areas. Poverty in education is manifested to be inadequate in the quantity, low in quality, and poor in salary and living conditions of teachers. Reasons of poverty in rural areas lie in their economy, talents and education. The development of education relies on teachers. Without a body of sufficient, qualified and stable teachers, it is impossible to develop education and improve its quality. It is significant for the development of education and economy in rural areas to enhance the construction of teaching body.However, at present teaching body is unstable in poor rural areas and teachers' quality is uneven and at the low level. More and more teachers go away but there are not sufficient teachers joining. The main factor of these phenomena lies in the undeveloped economy or low salary level. As a large developing agricultural country, there are comparatively obvious differences between urban and rural areas. In the countryside, especially in the poverty-stricken countryside, working and living conditions of teachers are relatively worse and their salaries much lower than those of teachers in the urban areas and can't be received on time. All of these cause lots of teachers to leave rural areas and seriously influence the fostering of teaching reserves, education levels and attitudes of peasants toward education. Consequently, the development of the fundamental educational cause in rural areas is restricted.This dissertation employs the methodologies of literature, investigation and interview etc to analyze the present situation, influence and reasons of the default and lowness of teachers salaries in rural areas. Guided by the theory of educational and social equity, the dissertation works out the solutions to the problems in accordance with the related theory of economics, pedagogy, psychology and the science of management. This study is theoretically and practically significant for the construction of the teaching body in rural areas and the development of the education, economy and society.
