Compulsory education in rural areas is an extremely significant component of the national compulsory education system in China, hence the key section in implementing the so-called "Quality Education". Successful promotion of rural areas' compulsory education can contribute a lot to the popularization and consolidation of national compulsory education, and will further help to upgrade the labor force capability in rural areas, develop rural economy, maintain rural social stability, even the country's lasting stability and durable peace.In 1997, Nanping is the 3rd city in Fujian Province triumphantly realizing the "2B" target — basically popularizing the 9-year compulsory education, and basically eliminating youth illiterates, which precedes national average by 3 years and provincial level by 1 year. While we are constructing the "well-off society" and building a sustainable, environment-friendly, high-tech-facilitated and tourism-centered regional economy, especially with the influences on the educational investment brought by the reform of taxation and fees in the countryside, compulsory education in our city also faces new challenges. This paper first provides the definitions, characteristics, relevant parties' responsibilities of the compulsory education; then illustrates the purpose and significance of the study; further manipulate statistic analysis methodologies to analyze Nanping City's compulsory education status quo after 1995, including educational gross size, popularization degree, teachers, investment, educational facilities, policies concerned; conduct a SWOT analysis on the educational development situation in Nanping. Finally, based on both qualitative and quantitative studies, the author predicts on the compulsory education demands from 2005 to 2010 in Nanping, designs a development program and propose some solution or policy suggestions.
