Modern Education includes school education, family education and social education. There are more works on school education than the others, but the researches on family education and social education have a splendid future. Kouminkan, lasts more than fifty years, is the center of social education in Japan after the War II. The paper explores the functions and the reasons of the Kouminkan in the social education after the War II, In order to sum up some useful points for Chinese Community Education.
