Teaching assessment is an important part in education assessment. Since the teaching assessment has close connection with their professional development, promotion in professional titles, and economic income and so on, the justice of it influences on the enthusiasm and their attitudes toward work. Nowadays, the national curriculum criteria for primary and middle schools have been implemented, the curriculum reform will inevitably cause a series of reforms of teachers assessment in perception, content, standard and methods. In the new-round of curriculum reform, whether the teachers can participate in it, or not is a very important factor affecting it and the whole educational reform as well. Therefore, much attention is being put on the teaching assessment. The essay gives an analysis of both the connotation of teachers' teaching assessment and the content of its target, laying emphasis on taking the standard and the strategies of effective teaching decided by the features of primary and middle schools education, and teaching and the new curriculum criteria as the basis of the assessment index system.By criticizing the existing teaching assessment system and studying the operating condition of it, this essay tries to look for the gap between the primary and middle school teaching assessment and the development of modern assessment of theory and practice, nowadays there are still a lot of problems existing in its practice. The general direction and the target classification unfit the present day educational development; the assessment index lacks scientific basis; formalism overflows; emphasizing the classroom teaching skills excessively; overlooking the development of students and the pursue in the overall teaching goal, and the realization of it lacking monitor system.. All the above mentioned problems are negative factors in the professional development of teachers, analyzing the problems and the teaching enthusiasm teaching efficiency and teaching development and putting for some suggestions in improvement in the teaching assessment of primary schools and middle schools.
