In this paper, mathematical speech and how to cultivate students' ability of mathematical speech are mainly studied.Speech and language are usually garbled by many people, and are considered a same meaning. The correct concepts of the two words will be given in this paper. Language is a carrier which is an intercommunicating tool of human beings. At the same time, speech is an application of language and an activity that an individual receives, processes and transfers information with the aid of language.In this paper, the accurate definition of mathematical speech is given base on the different concepts between speech and language. Mathematical speech is the activity that an individual receives, processes and transfers mathematical information with the aid of mathematical language, and is also the activity that an individual understands mathematical language, expresses ideas and performs thinking by using mathematical language. Base on these, the characteristics and educational function of mathematical speech are analyzed from the two points of view of macrocosm and microcosm.Speech ability is a psychological characteristic that directly affects the efficiency of activities and is represented in speech activities. Mathematical speech ability is the ability that an individual makes and understands mathematical speech according to his knowledge of mathematical language. The composing of mathematical speech ability is analyzed in this paper: mathematics generalizing ability, speech comprehending ability, speech expressing ability, speech intercommunicating ability and logical thinking ability. The principle of each kind of ability and maneuvers of cultivating students' inner and outer speech abilities are given at the same time.Speech is consisted of inner and outer speech. Inner speech that is sent out to oneself is a speech activity while thinking. The maneuvers of cultivating students' inner speech ability are: thinking. with phonation, quizzing by oneself, enhancingmathematical language training, enhancing mathematics reading and optimizing variety training. The outer speech is the speech activities of expressing thinking and feeling by voice and letters. The maneuvers of cultivating students' outer speech ability are: carrying out activities of mathematical intercommunication, carrying out teaching by discussing questions, quizzing each other, querying each other, enhancing retelling, writing mathematical thesis and so on.A test had been done for half year in two classes selected in grade three of our school to verify the validity and feasibility of these maneuvers. The results of the test show that these maneuvers can redound to improve students' speech ability.
