Population aging is a product when the human society reaches a definite stage. The population aging not only reflects the progress of human society but also takes a broad and profound effect on the politics, the economy, the culture and the various aspects of the social life. The most direct problem brought by the population aging is that of the elderly security. In this article, the author first studies the features and trends of population aging in China, then review the developmental course and the establishment of the elderly security system in China, on this basis the author analyzes the main problems of the elderly security system in China and their cause of formation, and brings forward the countermeasures for establishing and consummating the elderly security system in China.I. The present situation and developmental trend of population aging in ChinaPopulation aging is a certain course of the development of economic society. Population aging refers to the course of social development in which the proportion of the elderly population continuously rises in the general population and as well as the aging of population age structure. The problem of population aging is different from that of the elderly population. The problem of the elderly population refers to the problems the elderly people bring to the development of social economy. Each country and area has the above problem. Based on the theory of demology, the types of population age structure are divided according to the different proportions of elderly population and young population. Of course, the division of population age structure is comparative, but not invariable. Some data reveal that the whole world will enter a world of population aging by the year of 2005. We can see the aggravating situation of population aging.The features of population aging in China are as following: the speed of population aging course is rapid, and the time is short; the amount of elderly population is large; the supporting rate of elderly population is obviously big; the course of population is non synchronous with the developmental level of economy. The expediting of population aging is nearly related to the rising of birthrate and the declining of mortality. We can forecast that the prophase of the 21st century is a period in which the population aging in China will develop so rapidly.Population aging has taken not only direct but also indirect effect on the endowment insurance. On the one hand, population aging means the amount of retiree will increase consumedly; on the other hand, population aging may take an effect on the speed and quality of economy.II. The retrospection and present situation of elderly security system in ChinaElderly security system is a kind of social security system, which is established in order to solve the basic life of the labourer after they retire. Our country's target system of elderly system is composed of three administrative levels: basic elderly security, complimentary elderly security of the enterprises, individual saving elderly security.After the foundation of China, China adopted a composite elderly security system. On the one hand, China followed the traditional elderly fashion, namely the family elderly system; on the other hand, China established a elderly security system which is different in cities and rural areas. China's traditional elderly security system was established in 1950'. It has an obvious characteristic of dual economy.To see from the history of China's elderly security system, China basically implements a security system called beneficial fiducial system. Along with the reform from planned economy to market economy, China's economic system has taken great changes. Therefore, no matter in the cities or in the rural areas, the elderly system needs to be reformed, and hence to establish an elderly security system which fits for the socialistic market economy and the society of population aging.III.
