Schools run by the state-owned enterprise are a historical phenomenon in china and also the law of the development of the course of industrialization in the most countries in the world. Furthermore it is a characteristic of China since 1949. Schools run by enterprise have done great contribution to the development of education in the last certain historical condition. Now, with the integration of world economy and after China acceded to WTO, our country struggle to establish the modern enterprise system more quickly. Our enterprises have to speed up their pace of reforming, Rectifying and regulating the functions of the government and enterprises is one of the most important tasks that means to innovate the model of schools run by enterprise itself.As a newly born industrialized city, state owned enterprise in Lan Zhou District still hold a large ratio of education, nearly half of the districts primary education are run and financed by state-owned enterprises. About 37% primary and middle schools are run and financed by central government-led enterprises. For the number of schools have good educational conditions and good results, for instance, Lan Zhou Railway, Lan Zhou Refinery and Lan Zhou Chemistry are three super enterprises of all. That is the most important core as to the innovation. The main purpose of this innovation will strip of the enterprises' social burden. The experiment in Lan Zhou will determine whether the educational innovation succeed all over the country or not.Investigating by Qualitative Research on the innovation of the three super enterprises mentioned above, the thesis is trying to seek out some experience and ways as practicable as possible for the development of such schools in future. The study is different from the others became of the pilot project, specially in Lan Zhou.These kinds of research have paid more attention to the process, the problems, and contradictions of the enterprises in Lan Zhou. By using vivid and practical language, under going and feeling what they had experienced, the instructive information and the original source of the problems have been found.Five persons eight times from the three general schools, eight deans seventeen times from offices, five teachers nine times, three office stuffs four times from the department of education have been deeply visited open or half open. The thesis draws the following conclusion.l.The educational innovation of schools run by the state-owned enterprises is a systematical work. We should put it in the plan of national reform of education. Such as: Tickets for compulsory education, own expensive plus grant-in aid plus scholarship etc. We also keep the total aims "The basis of education is students." of the innovation off the superficial work and the superficial study. If we don't do like that means standing on one position frequently.2.As a pilot project of a certain enterprise, the experience should be extended and practiced in the whole district. Because of the most important problems confronted with them are how to allocate the educational resources reasonably. This thesis suggests that the methods which were conclude in Lan Zhou are probably suitable to solve the issues here. Although the effect of the innovation of education is less efficient than the national reform, it is more efficient than the respective education group supported by the enterprise itself.3.1f the innovation of education has to follow the model of enterprises, the only better way is that the schools themselves should strengthen the administration from inner. It's not the opportune time until they are strong and large. Say it in another way is that the reform will be in dilemma if the schools have not been socialized. The education groups of the enterprises, such as Lan Zhou Refinery and Lan Zhou Chemistry, must draw to be supported more from society than from inner if they want to have promising future.
