The human society has entered an age of knowledge -economy .The competition of comprehensive national power all over the world lies in the competition of science and technology , of which the decisive factor is talents .therefore ,the competition of comprehensive national power can be regarded as the competition of talents .The subject of research on talents resources has become more and more important.Hubei Province has long been known as "The Province of Science and Education". Contrary to this ,its economic power ranks only mid-lower level in our country .What about its situation of professional talents ?
